托福考試官方機構ETS，於2009年08月05日靜悄悄的放出新版即第三版官方指南，也就是平時被中國考生簡稱為OG最權威的准備新托福考試的書籍。作為TOEFL托福考試的承辦者，ETS一直在艱難前行，八幾年中國國門打開，應試水平很高的中國人迅速把Toefl的分數拉高，使得美國眾多院校被迫提高自己的錄取分數線，繼而也有人懷疑TOEFL考試的權威程度，但這並沒有改變ETS在英語評測領域的一家獨大。但是隨著雅思IELTS考試的出現，ETS受到了極大的沖擊，因此在迫不得已的情況下，改變考試形式，從原來的紙質考試PBT，轉為計算機網絡化考試iBT，此為一步險棋，如果不是當時美國絕大多數院校仍不接受雅思成績，托福考試有可能會因為考生對於新托福考試的不確定，而流失大量考生，進而打擊到托福考試的根基，但是歷史不相信假設，iBT考試這個襁褓中的新生兒活下來了，而且已經蓄勢待發。
