如果我們能首先了解我們的處境和趨向，那麼我們就能更好地判斷我們應該做些什麼和怎樣去做。我們執行一項政策已快五個年頭了，這項政策公開宣布了目標，並充滿信心地作出諾言，要結束奴隸制問題引起的動蕩不安。但是在執行過程中，動蕩的局面非但沒有平息下來，反而不斷加劇。依我看來，要到一場危機終於降臨並過去之後，動蕩才會停止。“裂開的房子是站不住的”。我相信這個政府不能永遠保持半奴隸半自由的狀態。我不期望聯邦解散——我不期望這座房子倒塌——但我確實期望它結束分裂的狀態。它要麼全部變成這一種東西，要麼全部變成另一種東西。要麼反對奴隸制的人將制止奴隸制的進一步擴展，並使公眾相信它正處於最終消滅的過程中；要麼擁護奴隸制的人將把它向前推進，一直到它在各個州裡，不論是老州還是新州，北部還是南部，都同樣變得合法。
