《蝙蝠俠：阿甘瘋人院2》的一些前期消息已經被披露。包括一個“更加黑暗”的色調和一系列老角色，包括Joker、Two-Face、Mr. Freeze和Talia。
新的游戲將有部分內容類似於動畫電影《未來蝙蝠俠：小丑的回歸》 （Batman Beyond Return Of The Joker）。“它是真的非常非常黑暗，”蝙蝠俠著名配音演員凱文康羅伊（曾給《蝙蝠俠之阿卡姆瘋人院》游戲配音）說，“游戲裡涉及到了很多的反面角色，游戲整個基調是黑暗的。”
《蝙蝠俠：阿甘之城》仍然建立在《阿甘瘋人院》的氣氛上，不過這次上升至阿甘之城——高譚市內戒備森嚴的，關押了大量暴徒的監獄之中。而且新作還匯集了眾多明星參與的配音陣容以及蝙蝠俠中的極度凶殘的惡棍，並改進和加強了一游戲特點，讓玩家們擁有像《蝙蝠俠前傳2：黑暗騎士》一般的終極游戲體驗。
在《蝙蝠俠：阿甘之城》中，雙面人將試圖行刺貓女，以獲得阿甘之城罪惡的地下世界的名望。Black Rock監獄盛不下數目眾多的服刑犯人，於是Quincy Sharp就買下了貧民窟的一個部分，建造了圍牆，創造出了“阿甘之城”。
故事時間點設定在前作的一年後。
阿卡漢療養院院長Quincy Sharp（昆西˙夏普）在競選高譚市市長。
昆西買下高譚市的貧民窟，然後圍起來建造阿卡漢城市。
許多反派會在城市建立勢力，所以故事上會致敬Batman: No Man's Land（蝙蝠俠：無人地帶）。
著名的天才心理學家－超級罪犯Hugo Strange 會被雇用來管理阿卡漢城市。
被毒籐女植物弄壞的療養院，和前作故事一開始就被大火燒毀的黑門監獄，都無法再關囚犯。
謎天大聖的謎語不再是在地圖上找尋，而是要找其手下來觸發謎語事件。
偵探模式將會更多元化，讓玩家更能體驗蝙蝠俠身為偵探的那一面。
除了故事的主線劇情外，玩家也可以去完成支線任務。
前作蝙蝠俠所有的道具，在這次一開始就全部擁有，有些能力已經被修改或者增加新的功能。
道具新增加的總類目前已知起碼有兩個，一個就是煙幕彈。
前作一次只能格檔一個人的攻擊，但這次可同時格檔兩人的攻擊，也許升級後能格檔更多人。
蝙蝠家族成員Oracle（神谕使者）一開始就失蹤，其他蝙蝠家族成員只有Robin（羅賓）確認會在挑戰模式中登場。
同上，蝙蝠俠的正義聯盟隊友們也不知道是否會出現。但制作人說如果真會出現其他英雄，那也是蝙蝠俠指揮的超人類小隊Outsiders（局外者）出現機率還比較高。
雙面人會在劇情中，嘗試殺害貓女，來建立他自己的威望。
前作登場的反派都會在這次游戲裡登場，而這次游戲新增的角色有雙面人、謎天大聖、急凍人、企鵝王、蝙蝠俠孩子的母親－殺手泰莉雅。至於還會增加誰登場或者客串，日後也會公布。
本作將會有多人游戲模式，但游戲模式是合作還是互相競爭，以及可以操作的角色都還不清楚。
目前還不確定哪個游戲主機版本有不一樣的特典。
