　　在游戲故事一開始，主角山姆費捨爾（Sam Fisher）原本已經從諜報生涯退休，隱居於地中海地區，但是因為老友安娜陷入危機，使得山姆不顧自身安危，從隱居生活再次回到國家安全局第3梯隊（NSA Third Echelon），卻發現組織已經變質，而且還發現某個陰謀甚至牽扯到他以前所曾經信賴的人。
　　基於理念，山姆費捨爾選擇與組織對抗，使得原NSA頂尖情報員的他，一夕之間成為全面通緝的逃犯。
　　在本作中，山姆將比先前系列作具備更多個人特質表現，不再是以往系列作中聽命於組織執行任務的單純諜報員，而是基於自身理念脫離組織行動的獨行俠。游戲依舊承襲匿蹤潛入的特色，不過將會加入更多明亮開闊的場景，如目前釋出的宣傳影片與游戲畫面中所呈現的華盛頓特區街景等等。
　　山姆也不再是以往黑色緊身衣與高科技行頭的諜報員裝扮，而是以不顯眼的平民裝扮，混雜在一般市民中行動，對抗緝捕自己的警察與NSA 3E組織干員，因此整體的風格與玩法將會有很大的變化。
